To some, he was a reformer. To others, a regulator. Either way, he was not a quiet figure.

His death now comes with uncomfortable questions. How does a sitting minister end up dead in an open agricultural field? Was he alone? Was he taken there? Or did something happen elsewhere?

So far, there are no answers.

Across East Africa, the news is already drawing attention, not just because of who Bugaga was, but because of how little is known about how he died.

In politically sensitive environments, unexplained deaths rarely stay just that.

Authorities are expected to examine his final movements, phone records, and any potential security gaps in the hours leading up to his death. Whether this was a medical emergency, an accident, or something more deliberate remains unknown.
